US (VT): Regulations eyed for unlicensed brands

An attempt to contain unlicensed cannabis brands are underway in Vermont.

"We're trying to put some regulation around unlicensed cannabis brands that are operating in the state through production agreements with licensed manufacturers," Vermont Cannabis Control Board Chairman James Pepper said at the Jan. 29 board meeting. "It's really intending to keep some of the more national brands that are always looking for cheap and easy entryways into smaller markets at bay unless they want to have an actual presence here."

Pepper said the plan is not to prohibit white labeling. He anticipates a little opposition to the provision.

"Without a license, these companies can accrue many of the benefits of participating in the market without theoretically having to comply with all the regulations that other licensed businesses are subject to," he said. "This merely says that the brand that's being presented to the consumer needs to be a licensed entity, in addition to the manufacturer that's producing it."
