The Office of Cannabis Management (OCM) is moving forward with plans to establish Minnesota's cannabis industry by opening a public comment period on its proposed rules. Beginning Monday, January 13, the notice of intent to adopt these rules will be published in the State Register. On the same day, a PDF of the draft rules will be made available for public review on the OCM website.
The public is invited to share their input on the proposed rules over a 30-day period. Comments can be submitted until 4:30 p.m. CST on Wednesday, February 12. "This step marks the final opportunity for public input before the rules are adopted," OCM noted.
The development of these rules has been a detailed process involving multiple steps and opportunities for stakeholder engagement. According to OCM, the process included gathering input through surveys on specific rulemaking topics and holding meetings with stakeholders. The initial draft of the proposed rules was shared for feedback from July 31 to August 30, 2024.
As the rulemaking process progresses, this public comment period is a critical juncture for Minnesotans to shape the framework of the state's cannabis industry.
How to Submit Comments
Comments can be sent through the Office of Administrative Hearings (OAH) website, where detailed instructions for using the submission system are available. Alternatively, comments may be sent by U.S. mail to:
Office of Administrative Hearings
600 North Robert Street
P.O. Box 64620
St. Paul, Minnesota 55164-0620
Fax submissions are also accepted at 651-539-0310.
When submitting comments, individuals should identify the portion of the proposed rules they are addressing, explain their reasoning, and suggest any changes. This is also the time to address any concerns about the legality of the proposed rules. OCM emphasized that participation in this process is encouraged, particularly for those who may be affected by the rules. Comments received will be made public and will appear on the OAH's eComments website.
