US (VT): Licensing paused to "reassess market"

As the Vermont Cannabis Control Board prepares to hire consultants to help reassess the market, cultivation licensing will be put on hold altogether starting Jan. 31.

Cultivation licenses for Tier 1 and Tier 2 outdoor mix, and Tier 2 indoor, can be obtained from Jan. 2 to Jan. 31, 2025. At its Nov. 20 meeting, the CCB voted to open these licensing opportunities for a limited time and close all types of cultivation licensing at the end of January.

"To follow up on a discussion that we had back in September," CCB Chairman James Pepper said at the meeting, "I'd like to see the cultivation windows closed for all tiers for a limited time while we reassess, with some of our consultants, the size of this market, reassess what certain scenario might play out and think about how much more cultivation we need, how much more cultivation would be healthy for this market. And I think that we should take the time to do that."

Pepper said the Legislature only intended for the licensing windows to be open for 30 days at a time, and the board was given the discretion to open and close them as it evaluates the market.
