US (VT): Cannabis Control Board hits 'critical time of the year'

Cannabis regulators in Vermont have a lot going on right now.

"This is a very critical time of the year for any number of reasons," Cannabis Control Board Chairman James Pepper said at the Aug. 28 meeting. "But for the CCB side, this is a time where we start to make changes to our rules and start conversations with legislators about what we need to help this market continue to evolve."

Pepper said the board has "certain things that we absolutely need to do." That includes updating medical program rules, developing regulations for a new "medical use endorsement" that will be available for retailers, and creating criteria for retail siting and cultivation capacity.

The Legislature has asked the board to come up with an updated fee proposal, consider how the siting of outdoor cannabis cultivation could be changed, recommend how much money should be dedicated to the social equity program, and look at the impact of modifications to advertising laws. Restrictive advertising is the issue most complained about among licensees, according to a presentation by CCB Executive Director Olga Fitch.
