German Bundesrat calls on federal government to make improvements to cannabis draft law

Who should control the planned legalization of cannabis? And what are the youth protection regulations good for in practice? The Bundesrat has called for clarification. Now, it's up to the federal government.

The Bundesrat has called on the federal government to make improvements to the draft law on cannabis legalization. In the current version, "a structural enforcement deficit" is to be expected in the control of the provisions, it says in a statement adopted by a majority of the states. Among other things, they call on the federal government to regulate control and enforcement tasks in such a way that they do not require additional personnel and funding.

They also call for traffic accident prevention measures, the establishment of standards for securing cultivation facilities, and legally prescribed minimum standards for the preparation of health and youth protection concepts. The serving, distribution, and consumption of alcoholic beverages in cultivation associations - cannabis clubs - is to be prohibited.

The states also want youth protection regulations to be reviewed for their practicality and feasibility. Also urged was "the closing of gaps in punishability." No majority was found for the statement that the cannabis law requires approval in the Bundesrat.
